Dr Ken MacTaggart

 

James Mason
Ken MacTaggart has 30 years' experience in public and private sector economic development, and international trade. He was Director of Strategy and Chief Economist at one of Europe's longest established Rural Development Agencies, Highlands and Islands Enterprise, and prior to that was editor of Export Times in London and Property International in Bahrain. For the past nine years Ken has undertaken a wide range of economic consultancy assignments in the UK, Western and Eastern Europe, and Asia. Ken joined Upper Quartile in 2009.

With extensive experience of government economic development programmes at a high level, Ken MacTaggart was a Member of the strategic National Transport Forum for Scotland and has served on the Scottish Higher Education Funding Council's Research Grants Committee and the Scottish Telecommunications Infrastructure Progress Group. He has also been closely involved in the establishment of the University of the Highlands and Islands.

He has recently been working in the telecommunications, IT and energy sectors. Ken has helped create the national IT strategy for the Government of the Maldives, implemented Scottish Enterprise's strategic investments in advanced broadband services, and reviewed the internet-based postal fulfilment industry in the Channel Islands. More recently Ken has been evaluating EU-funded energy programmes in Romania and renewables in Scotland.
